The Mansfield Division of Police handles city arrests separately from the sheriff. The police records division is at 30 N. Diamond Street in Mansfield and can be reached at 419-755-9770. Hours are 7:30am to 4:00pm, closed from noon to 1:00pm for lunch. The department updated its fee schedule on December 1, 2025 under Ohio House Bill 315. All warrants get registered immediately with the records section and entered into Ohio LEADS and NCIC.

Busted mugshots and arrest data are public records under ORC Section 149.43. Any person can request them from Richland County offices. The office cannot ask why you want the record or demand your name. Standard copies are $0.05 per page. Mugshots are retained permanently per the county retention schedule, so historical records are available too.

Exempt records include juvenile files, medical data, DNA entries, and some investigation materials. Adult booking photos are not exempt. If an office refuses your request without a valid legal reason, you can take them to court. The Ohio Attorney General's office also has a Public Records Unit for handling complaints. Damages of $100 per day up to $1,000 per violation are available under the statute.
